Outgoing Alert Functional Element

Outgoing Alert Functional Element provides interfaces that allow an Agency to provide information to emergency services personnel or entities, or to the public at large. Present methods for alerting interested parties to emergencies and other events that may affect them currently use proprietary mechanisms and have limited capabilities.
