TSP (Telephone Service Priority) is a procedure used by a telephone company to establish priorities in deciding which lines and trunks to restore subsequent to an outage. Generally, the highest priority goes to federal law enforcement and military usage, with local emergency services (including 9-1-1) and medical facilities following. Established by the National Communications System Office.
